I have set margins like this:

@page { margin: 0 0 0 0 }

If I remove the margins then I can see all of the footer, but then the document is messed up otherwise. How can I have the set margins and still see the footer?

Headers/footers in page margin boxes require a non-zero page margin. So you will need to make the bottom margin of the page big enough to contain the footer.
