Here's an example string in Arabic: بسم الله الرحمن الرحيم

I want to define my own ligature in a font to replace the entire phrase above with a glyph that looks like the attached image.

Is this supported by Prince 9?

Also, could you recommend a good, easy-to-use font editor that will help me create such ligatures?

Very impressive ligature! You can do this with OpenType fonts, certainly. I don't know what is the best editor for doing this, though. You might want to check the Typophile forums, which is full of font experts from all over the world.
