prince-bleed doesnt pull the print into bleed area

I am trying to get the print to go into the bleed area

I have set the following:

@page { prince-bleed: 0.11in; margin-top: -0.11in; margin-left: -0.11in; size: 11.69in 8.27in; prince-mark-offset: auto; prince-trim: 0.5in 0.5in; marks: crop cross; }

But when i get PDF...it has only done the margin-left to pull the print into the bleed area....i cant get the bleed at top to go into the cut mark bleed area? The bleed is there all around, its too low as can be seen

Now a strange one...i decided to try what mikeday suggested previously and put a border: 1px solid #cc0000; around the @page {} element...and it all of a sudden started working. If i remove that border it doesnt do the negative top margin...if i add the border in it does
