I found font sizes to be different in portrait and landscape PDFs which have the same size font in html when I read the PDFs in Adobe Acrobat Pro. Is this expected behavior?

No this is not expected behaviour, unless you have enabled prince-shrink-to-fit which will scale the content to fit the page width.
