I have tried a number of things found in this forum and in the documentation and other places but I cannot get it to work. I thought it worked at one time and based on this forum it should work.

I have attached a test file which also tries everything I have tried.

I am going to the above web page and pasting in the html code I attached to this issue. Then I click on the Generate Document button. Do you know if this is using the latest build?

No, however Prince 15 will be released soon and available through DocRaptor.
