Is there a way to watch for changes in a html file and to get instant updates shown in a prince generated PDF file. We currently have a very slow feedback loop, and this would help a lot

I am on Mac OS, but our team is using windows, Ubuntu and mac OS, so preferably it should work on all.

There is a program called watchexec that might be helpful for re-running Prince when it detects that the input files have changed:
