reconcile footnote area with widows property

I have configured my paragraphs to have orphans: 2 and widows: 2.

My footnote area has simple styles:

 
    @footnote {
      border-top: 1px solid;
      border-clip: 40mm;
      padding-top: 1mm;
      margin-top: 1mm;
    }


When paragraphs end early due to the orphans and widows policy, the footnote area doesn't jump up, thus creating an undesired gap. How can I override that?

I have attached a screenshot demonstrating the issue. Sorry, I didn't find a recipe in the docs.

Indeed, the footnote area will float to the bottom. I can't think of a way to change that.

But would you really want to? In my eyes, it looks better having the white space above the footnote than below the footnote.

I attached an expected result in this comment. Take a look – do you think it is worse than the original formatting?

But it seems that the second column also is truncated by orphans/widows?

Hm, I spoke with one of my acquiantances who works in book publishing. He said that my suggested fix is a bad idea. In general, he says I just should avoid orphans/widows situtation at all, or leave that weird gap between footnotes and text column in the worst case.
