Optional filler content

Is it possible to declare an element as optional filler content?

I.E. at the end of some content, like say a chapter, just before the new chapter starts with a new page, it would be great to add some filler content like images/figures, but show them only if they fit on the already opened page ...

The float-tail CSS property might serve here:

In brief, when declared in conjunction with using page floats to defer elements to the bottom of the page, setting "float-tail: fill-page" will retain as many floated elements as will fit into the remaining space on the current page, discarding any which would cause a new page to be inserted.
